Philibert Chiu has extensive years of experience in legal affairs and regulatory compliance within the insurance industry. He has participated in major corporate investment and merger and acquisition decisions, and has advised on the review of capital increases and new share issuances. He possesses extensive expertise in corporate governance and securities regulation, as well as substantial experience in the review of insurance product solicitation practices and insurance policy terms.


Approaching matters from both corporate and client perspectives, Mr. Chiu provides comprehensive and well-balanced legal advice tailored to each engagement. In 2017, when shared bicycle services first entered the Taiwanese market, he publicly raised concerns through media commentary regarding oBike’s fund-raising model and the absence of escrow arrangements for customer deposits. He subsequently provided legal analysis in media interviews, prompting the oBike Taiwan entity to return consumer deposits. Within two years, oBike ceased operations, and amid the global wave of shared bicycle company failures, his early advocacy contributed to mitigating potential harm to consumer rights in Taiwan.
